ACTUAL BEHAVIOR

User Reference number of outward clearing is not populated in PGTB_OUT_CLG_TXN table.

EXPECTED BEHAVIOR
-----------------------
User Reference number of outward clearing should get populated in PGTB_OUT_CLG_TXN table.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Do outward clearing from "PMClearingOutService".
2. Transaction is processed and Authorized
3. Check PGTB_OUT_CLG_TXN table for the User_ref_no.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot validate User Reference number of outward clearing.
