In OBTFPM Application system allowing to register claim lodgments when same guarantee reference number is active
EXPECTED BEHAVIOR
-----------------------
System should not allow to register claim Lodgments when amendment already in active under same guarantee Reference this has to be fixed for cancellation and closure as well.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBTFPM
2. Go to Trade Finance
3. Go to Guarantee Iss Claim Lodgement
