Symptoms
OBCFPM CFAM Creating same Write Up Category is throwing error.
In CFAM at Initiation stage -> Writeup Workflow, when user created a new writeup & click on remove the same writeup, system is showing the Deleted popup message and in screen it is displayed as "D"
But when tried to create a new Writeup with the same name, it shows an error in the screen as the record already exists.
ERROR

WC_01 - Record already exists for the mentioned Writeup category FINA. Please create a new writeup category and proceed.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate a new CFAM application
2. Move to Write Up segment
3. Add a Write up for writeupCategoryCode - FINA
4. Remove the writeup FINA
5. System removed the writeup and shows "D"
6. Then if user re attempts to create the same writeupCategoryCode -FINA
7. System is throwing error.
