While creating a Loan in OLDTRONL, the system is allowing the attachment of local limits via Linkages LOV
EXPECTED BEHAVIOR

The system should not allow the user to add local limits via Linkages LOV
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Go to OLDTRONL
2. Attach a limit where Utilization tracking is local

Due to this issue, users are able to view local limits in Linkages LOV
