FCUBS: CI - Ext Acc issue in Pymnt Settlement Mode

When user tries to input debit account details as external acc in payment settlement details tab, and Save, System is throwing error.

CL-ACC-017 - Dr/Cr Settlement Mode Mandatory.
ST-SAVE-054 - Failed to Save


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new CI contract in CIDACCNT
2. Fill in the details and move to payment Settlement mode Details
3. For External payment, choose Debit and Credit Settlement mode as "External Account"
4. During Save, system is validating the Dr/Cr settlement modes of each component instead defaulting from payment settlement mode

Due to this issue, users are not able to have a external settlement account mapping for settlements
