PRC:SSP: Unable To Save Requester Preferences, Invalid Requester Error Is Displayed (Doc ID 1363269.1)

Symptoms

When a Preparer edit its own preferences to set for the FIRST time the Deliver-to Location field and click on SAVE.
The application is showing an error.  Due to this issue, Requester can not create Requisitions.

 

Error

The Requester you entered is invalid. Specify a valid requester (POR-2010301)


Steps To Reproduce
- Login as Preparer
- Go to Self-Service Procurement
- Click on EDIT under Preferences
- Set the Deliver-to Location
- Click on SAVE
- Error is displayed.
