Symptoms
Users observe error message similar to the following is generated (error message may vary some depending on what action the user is trying to perform).
Error can be received when loading Salary for the employees.
This error occurred before. User tried to delete and reload the employee data as the Payroll Relationship data did not get created. Even after that, for few employees we are not able to load the data. The same employee data was loaded into other instance and that gets loaded.

The employment level entered is not eligible for the element on 2013-03-04. (PAY-1635125)
You cannot grant the element to the payroll relationship, terms or assignment unless it meets the element eligibility criteria and has an element costing record. Ensure that a suitable element costing rule exists for the element, and that the eligibility criteria for a person matches those defined on the costing rule.
