Format Payment Files Program Completes In FileNotFoundException (Doc ID 1549775.1)

Symptoms

 Setup Payment Process Profile with payment file prefix, extension and directory details under Payment File tab. Payment process request (PPR) is failing at Payment format phase with following error:

java.io.FileNotFoundException:
/fusion/interface/fadb/outgoing/processed/fin/2165.null (No such file or directory)
