Cannot Activate TAD When Using Item Category Attribute DFFs (Doc ID 1559068.1)

Symptoms

When using the Item Category Attribute Descriptive Flexfield (DFF) as Source to default the Purchase Order Charge Account, the Transaction Account Definition (TAD) cannot be activated, because the system issues error message: 
"There is error while activating the account definition". The TAD status becomes "Error".

This error appears only when using Item Category Attribute DFF as Source. When using other fields, there is no error.

Steps to duplicate:
1. User created a mapping set using Item Category Attribute 1 DFF as a source for Segment 3 (Departments) of Charge Account.
2. User created an account rule for using the mapping set.
3. In Edit Transaction Account Definition, the Charge Account is defined with the account rule in the Department Segment.
4. In Manage Transaction Account Definitions, try to activate the TAD by clicking on Actions > Change Status > Activate. The system issues error "There is error while activating the account definition". The TAD status is "Error".

Desired outcome:
To be able to activate the TAD without errors.
