PRC:PON: Validation For Collaboration Team Member With No Access To View Negotiations

Symptoms
When a member with no access to View negotiations is added to collaboration team, no validation Error is presented.
Later when the negotiation (RFQ) is submitted, the user gets an FYI notification stating that they have been added to the collaboration team.
However, when the user clicks on the view negotiation link an error is presented to the user:
You do not have permission to access this information.
If the user has no permission then why is there no validation done at the stage of adding the user to the Collaboration team?
Steps To Reproduce
1. Negotiation (RFQ) is created and a user is added to the collaboration team.
2. User gets a FYI notification stating that he has been added to the collaboration team.
3. When the user clicks on the view negotiation link an error is shown.
