System Error When Logging In To Federation SSO Enabled Fusion Application Environment

After enabling Oracle Federation SSO, some users get following error when trying to login to Fusion Application:
Steps to Reproduce Issue:
1. Launch Fusion Application Homepage URL
2. Login as one of the problem user
You will get an error page with the error message as noted above.
