Goal

Client using the Manager Level Budget, so the Higher Level Line Manager will allocate and distribute the Budget using the Budget Worksheet

Now, the Access Level on the Budget Worksheet is defaulted to 'No Access' and the Line manager has to explicitly turn the No Access to Updates allowed at the time of Publishing the Budgets.

User see this as an extra step as per them if a Budget is published the change in access from No Access to Updates allowed should happen automatically.

From user point there is a good chance that Higher Line Manager may forget to do this and the notification is sent to the reporting Line Manager about the Budget being published to him.

This may create confusion at reporting Line Manger as he will not have access to it on the Worksheet.

Is there any way user can achieve this?  Setting the default value of Access Level to 'Updates Allowed' does not works.
