Item Not Visible In Self Service Procurement Shop (Doc ID 1967124.1)

Symptoms

On : 11.1.8.0.0 version, Manage Procurement Catalog

ACTUAL BEHAVIOR
---------------
Item not visible in Self Service

Item has been defined and assigned to a category. The category is assigned to the Catalog , but the item is not appearing in the self service.
Item is not assigned to a BPA/CPA and the Catalog is configured to include All Master items.
 

EXPECTED BEHAVIOR
-----------------------
Item should be visible/searchable in Self Service Procurement Shop

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Fusion Applications
2. Go to Procurement>Requisitions
3. No item is displayed in the Shop page

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create requisitions with items not on Purchase Agreements
