Unable to Validate the Transaction Account Builder for Fusion Purchasing

When trying to validate the Custom Transaction Account Definition, the following error occurs:
XLA-870946The activation of the transaction account definition has failed.
The activation errors window is blank and gives no indication of what is wrong.
The issue can be reproduced by performing the following steps:
1. Create a Transaction Account Definition using the FSM task - 'Manage Transaction Account Definitions - Purchasing'.
2. Enter the Header Details.
3. Save the changes.
4. Activate the TAD and observe the error message as above.
