Synchronize Person Records Is Not Synchronizing Employee's Manager Information

Symptoms
Customer notice that few employee's manager information are missing in OIM or Security Console, but running Synchronize Person Records is not Synchronizing employee records from fusion application to OIM
Steps to verify:
For fusion release 11 and before:
1. Login to OIM console
2. Search and open a problem user
you will see this user does not have a manager or has a wrong manager
For fusion release 12 +:
1. Login to fusion application
2. Click Navigator -> Tools : Security Console -> Users -> search for the user
you will see the user does not have a manager or has a wrong manager
3. Run Synchronize Person Record process in fusion, nothing is changed
