Symptoms
Trying to add Withholding Certificates via the Functional Setup Manager (FSM) Task 'Manage Withholding Certificates'
Search by Supplier and Business Unit returns no rows and Withholding Certificates cannot be added.
Note that the same user is able to query back the supplier and the sites and so this does not appear to be a security issue.
STEPS TO REPRODUCE

FSM task Manage Withholding Certificates
Go To Task
Select Business Unit and Supplier from LOV
(Note - Supplier Sites also returns values)
Click on Search button
No rows returned
