Symptoms
ACTUAL BEHAVIOR
---------------
The Received By value is not populating when a user enters the receipt
EXPECTED BEHAVIOR
-----------------------
User is associated with a person and should appear in the column by default.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a person.
2. Assign receiving roles to the person's user account.
3. Create a PO.
4. Receive the PO with the new user, and confirmed Received By is blank.
