Performance Measure is Invalid CN-1575389 Due to Individual Process Type Not Referencing Any Transaction Attribute / Field

Symptoms
When attempting to save / compile a Performance Measure , the following message under Display Reason shows:
ERROR
The application could not generate the PL/SQL package for the formula. Contact your system administrator. (CN-1575389)
STEPS
Navigator > Compensation Plans > Create Performance Measure
1. Create performance measure "RSS2 Target and Target to Base D"
2. Create input expression "1A" with expression = 1A (a constant value). This expression is valid for "Input expression for formula calculating per interval"
3. Select the expression for the performance measure input and get performance measure error.
Changes
User's performance measure "RSS2 Target and Target to Base D" has Process Transactions = Individually.
Navigator > Compensation Plans > Manage Performance Measure (eg. RSS2 Target and Target to Base D)
Measure Formula shows:
Process Transactions = Individually
Expression = Measure.ITD Target * Rate Table Rate
Scorecard shows:
Input = constant string "1A"
Rate Table Rate = TESTCATEGORY (based on a string input with amount rate)
