Symptoms
When attempting to assign a Business Unit in Manage Expense Report Audit Selection,
the following error occurs.

Attribute OrgId in AuditRuleAssingmentEO is required
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Setups and Maintenance
2. Manage Expense Report Audit Selection Rules
3.Try to Assign a Business Unit
