ACTUAL BEHAVIOR

The Custom PO Layout is picked for Incomplete Purchase Orders when viewing PO PDF. Approved Purchase Orders pickup the seeded Purchase Order layout
EXPECTED BEHAVIOR

Custom PO Layout to be picked for both Approved and Incomplete POs.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Purchase Order
2. Click Action/View PDF. Custom layout is picked up and the report is displayed correctly
3. Approve Purchase Order
4. Click Action/View PDF. Seeded layout is picked up and the report is displayed that is not acceptable.
