Issue Clarification:
Processing Life Event resets rate to Default

Issue: After Global Transfer is processed, for few plans the current enrollments are correctly attached but the rates default to 0. This is specifically happening to rates that are setup with flag checked for ‘ Participants enter value during enrollment’.

Expected behavior: After global transfer life event is processed, enrollments and rates should be carried forward. It is working as expected for all plans expect for STD, Insurance plans. The default enrollment rules should work.
