Symptoms

Unable to import Contract Purchasing Agreements without giving Ship to Location details

When trying to create a Contract Purchase Agreement (CPA) using FBDI loader, the import process fails and the error in the output says that the Ship-to Location cannot be left blank.
Manually creating a Contract Purchase Agreement without giving Ship to Location details using Fusion Applications User Interface succeeds and does not throw any validation errors.

Due to this issue, users cannot load contract agreements using FBDI without giving Ship to Location details.

Error

PO_PDOI_INVALID_VALUE | SHIP_TO_ORGANIZATION_ID |  The value of the attribute is not valid.



Steps To Reproduce
1. Prepare an Import Contract Agreement template.
2. Import the file and run Import CPA related processes.
3. Observe the reported error in the output file.
