Symptoms
On : 11.1.10.0.0 version, Withholding Tax
ACTUAL BEHAVIOR
---------------
Withholding Tax Rate was set with 'Global Configuration Owner', but it is not creating automatically the Withholding Tax Classification.
When trying to create the tax classification manually, there is no tax to be associated.
EXPECTED BEHAVIOR
-----------------------
Tax classification should have been created automatically after defining tax rate.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create withholding tax rate under Global Configuration Owner.
2. Search for the withholding tax classification.
