On : 11.1.9.2.0 version, Manage Budgets-Define Budget Components
When attempting to upload budgets
the following error occurs.

validateAndLoadBudgets: Run Name passed: Approved 2016
ValidateAndLoadBudgets: Sequence passed : 788
ValidateAndLoadBudgets: Calling procedure to load Prevalidate Budget Data
ValidateAndLoadBudgets: Error while calling procedure to prevalidate data ::ORA-20100: ORA-20330: SQL job session initialize failed

1. Create budget in spreadsheet
2. Upload the budget
