When attempting to end date an element including the child elements, the following error occurs:

The effective end date cannot be earlier than the effective date of a child record.
Retry the operation with a valid effective end date or remove future changes to the child record.

The issue can be reproduced at will with the following steps:
1. Navigator>Payroll>Payroll Calculation
2. Select the Manage Elements task
3. Search for the element to be end dated
4. Select the Element
5. Set the Effective As-of Date to the desired end date
6. Click the End Date button
Error is generated
