You cannot pay this payment batch because 1 paysheets are not approved. You must approve all paysheets and then pay this payment batch.

STEPS
Navigator > Payment > Processes > Pay Payment Batch
OR
Navigator > Payment > Manage Payment Batches > Actions : Pay (not available to select )
