Fusion Global HR: Cannot Add Existing Grades to Grade Ladder for Step Progression

Symptoms
When trying to add 3 grades to a grade ladder that are known to exist in the system, they are not showing up as options to add to the grade.When searching by either the Grade name or code, it says it is invalid. They are not already added to the ladder and they are currently active.
EXPECTED BEHAVIOR

The indicated grades should show up when creating a grade ladder.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to create a grade ladder.
2. Enter information as appropriate.
3. Try to select the indicated grades.
4. Grades do not show up as an option.
