When Creating Asset Book the Current Period Is Null and Its LOV Does Not Contain Any values

Symptoms
When creating a new asset book, the current period is null. There are no periods in the list or in the Search box.
The issue can be reproduced at will with the following steps:
1. Navigate to Setup and Maintenance > Search Manage Asset Books
2. Click Plus icon to create a new asset book
3. Fill out the required fields. There is no list of values to select in the current period field
