Can Not Withdraw Plan Document Due to Missing Original Plan Document Approval Instance

Can not withdraw plan document approval.
In order to resubmit the plan document, the approval needs to be withdraw for the participants that previously had a problem.
When manually submit withdraw, nothings happen.
There were no errors and the status is still In Progress.
User does not want to use option to delete the plan assignment because that will remove all the customized goals for the compensation plan set at the participant level.
The approval status should be changed to Ready to publish .
Navigator > Participant Snapshot > Select Participant > Manage Compensation Plan
1. Drill down on the compensation plan
2. Click on [ Withdraw from Approval ] then click on [ Save and Close ]
3. When re-query the compensation plan, the status is still In Progress
