Goal
Payroll fast formula compilation is failing with the following error:
AFDICT_APP_PREFIX-FF-1605069: The compile failed for the formula type Oracle Payroll named SALARIED_REGULAR_LIAB_CAL with an effective start date of 1901/01/01 00:00:00.
AFDICT_APP_PREFIX-FF-1605025: Formula SALARIED_REGULAR_LIAB_CAL, line 210, incorrect date format. (3=FXYYYY/MM/DD HH24:MI:SS)
