Symptoms

On : 11.1.11.1.0 version, Participants

ACTUAL BEHAVIOR
---------------
When try to import participants in IC (Incentive Compenstation) from HCM, unable to see the participants in IC.

EXPECTED BEHAVIOR
-----------------------
The import should get completed successfully with Employees and Continent Workers being synchronized to IC.

STEPS
-----------------------
The issue can be reproduced at will.

The issue has the following business impact:
Due to this issue, users cannot complete implementation of IC.
