Symptoms

When attempted to create New Price List, No value available in the - Business Unit - LOV.

The issue can be reproduced at will with the following steps:
1. Login to Fusion Applications
2. In Navigator , Click on Pricing Administrator
3. Select the task - Manage Price List
4. Add a new Price List - the - Business Unit - LOV shows no entries
