Symptoms

Users are not able to search approved requisition by any criteria in process requisition page.
The expectation is that user should be able to search approved requisition by any criteria in process requisition page.

The issue can be reproduced at will with the following steps:
1. Login in as a Requester.
2. Create a new Purchase Requisition. Save and exit.
3. Login as a Buyer an Navigate to the Purchasing tab.
4. In the menu bar click on Requisition and run Process Requisition.
5. Search for the newly created Purchase Requisition.
