When attempting to view State withholding information the following error occurs.

During entity object validation, a null or invalid value was encountered in the ParentDireCardCompId attribute on the DIRCardComponenetDEO entity object. (PAY-1635829)
You must enter a valid value for the ParentDirCardCompId attribute on the DIRCardComponentDEO entity object. Valid values must exist in the DIRCardComponentDEO entity object.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigator>Payroll>Payroll Calculations
2. Select the Manage Calculation Cards task
3. Search and select a person (Person Number 35)
4. Select the Employee Withholding Certificate record
5. Click on the Regional record
Error is generated.
