InvalidSecurityToken : The security token is not valid.

Customer is trying to test a payload, but is seeing error:

<faultstring>InvalidSecurityToken : The security token is not valid.</faultstring>

The issue can be reproduced at will with the following steps:
1. Customer is in SoapUI;
2. Customer adds credentials;
3. Customer runs service and error occurs.

The issue has the following business impact:
Due to this issue, users cannot connect from 3rd parties.
