ACTUAL BEHAVIOR

Disabled rules were called during approval process
EXPECTED BEHAVIOR
-----------------------
Disabled Rules under the ruleset should not be evaluated when Purchase Order is submitted for approval.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable approval Ruleset
2. Create Multiple Rules under the Ruleset
3. Disable couple of rules.
4. Submit the Purchase Document for Approval and find that the disabled rules being fired
