Symptoms
When creating a requisition the deliver to Location is incorrectly defaulting to requestor's employee record
The expectation is to default from requester's Requisition Preference settings
Steps:
The issue can be reproduced at will with the following steps:
1. Set requisition references for requester 1 and requester 2
2. When creating a requisition change the requester from requester 1 to requester 2
3. Requester 2, default to location is not getting picked up from preferences.
It is getting defaulted from employee record.
