Getting error POR-2010129 while accessing Shopping Home page

Error

The attempted operation could not be completed due to an application error. Contact the Procurement Application Administrator. (POR-2010129). An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident. Incident ID 999, Server Domain: Procurement Domain, Server Instance : ProcurementServer_1


Steps
The issue can be reproduced at will with the following steps:
1. Login to the application
2. From Navigator, click on Requisitions under Procurement
3. Receive Error
