Cannot Enable User Account for Some Supplier Contacts With Account Request Status in Error

When attempting to create a user account for a supplier contact, the account creation process errors out. The Account Request Status field is stamped with status 'Error'.

Creation of supplier contact user account having valid email/user account.
The issue can be reproduced at will with the following steps.
1. Create/Import a supplier.
2. Navigate to the contact having an invalid email/user account e.g. email@example.com, abc.@xyz.com or abc@xyz-jp and click on 'Create user account'.
3. Click on Save and Close
4. Navigate back to contact and see the 'Account Request Status' has the value 'Error'
