Upload Variable Rate Profiles Spreadsheet issue in Dev

We are currently testing open enrollment, which beings 11/1 in production. As part of testing, I have to update all rates for medical effective 1/1/2018. I tried to do this today in Dev beginning with the employee rates and even though I used Effective As-of Date 1/1/2018 and Effective Start Date column C 1/1/2018, the rates were loaded effective today, 10/17/2017. It seems like my only option as of right now, unless you have a recommended fix for me, is to enter the rates manually into Fusion directly effective 1/1/2018?

I repeated the same action in our test environment and it worked perfectly and the rates were loaded effective 1/1/2018. I think there's something wrong with our Dev environment because we can run reports there or generate payslips and we've had other issues there as well since the last P2T was done on 9/19/17. Please advise what we can do to proceed with loading 1/1/2018 benefit rates in Dev. This is urgent to meet our deadline to test open enrollment.
