REST API Create An Employee Error When Passing Effective Start Date (Doc ID 2346778.1)

When attempting to create new employee using emps hcmRestApi,
the following error occurs:

"The person name start date must be equal to the person start date. (PER-1531697)"

STEPS
-----------------------

POST on <host>/hcmRestApi/resources/11.13.18.05/emps

with a payload that contains "EffectiveStartDate" attribute
