Symptoms

When attempting to approve a Change Order  to cancel a PO  with an associated requisition
the Buyer receives an email with the following  error :

Error:
An error occurred on your request for approval... JBO-29000 Unexpected exception caught:oracle.jbo.jboException,
msg=Unexpected error occurred in the reinstateNewRequisitionLines API called from CancelDocumentProcessing.handleBackingReq


Steps:
The issue can be reproduced at will with the following steps:
 Try to approve the change Order
