Symptoms

User can not pay the payment batch.
The Pay Incentive Payment Batch job completed with error with the following message :
   You cannot pay this payment batch because 1798 paysheets are not approved.  You must approve all paysheets and then pay this payment batch.

STEPS

Navigator > Incentive Compensation > Payments > Processes > Pay Incentive Payment Batch
