Not able to Create User through User Identity Synchronization from SaaS to PaaS (Doc ID 2530662.1)

Symptoms

The users are deleted in PaaS. Now trying re-populate using FA to PAAS User sync.

Users are not getting created when resync was performed through User identity synchronization

STEPS
1. Sign in to Fusion Apps ->Navigate to Schedule Process
2. submit identity synchronization from this SaaS instance to the PaaS Identity Store job.
3. users are not synced to SIM
