PRC:PO: Manage Approvals Shows Incorrect Rule Will Fire but Changes to Correct Rule Once It Is Submitted

Symptoms
When going to Mange Approvals it shows that Rule X (Based on Submitter) is going to fire.
Once the user submits the PO, the workflow is checked by drilling down into the Pending Approval status and then shows that Rule Y (Also based on Submitter), correct rule, is going to fire.
Steps to Reproduce:
1. Create PO
2. Save
3. Mange Approvals
4. Shows that Rule X is going to fire
6. Submit PO
7. Query for the PO
8. Drill down into PO and Pending Approval Status
9. Shows that Rule Y is fired
Due to this issue, users are seeing misleading information in the Manage Approvals screen.
Changes
New Approval Rules were created with conditions based on the Submitter of PO.
