On :  11.12.1.0.0 version, Setup Module

ACTUAL BEHAVIOR  
---------------
Customer contact IS NOT listed on searching from 'Manage Bill management Registration' task

EXPECTED BEHAVIOR
-----------------------
Customer contact should be listed on searching from 'Manage Bill management Registration' task
in order to register the contact as an external customer

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a User Account as External
2. Add Contact Resp: Self Service user / Ship to and Bill to
3. Try register the user " Manage Bill Management Registration"
