Can we send project status FYI notifications without requiring approval?

When projects are put into particular statuses, our desire is to send an FYI notification to an application role and allow the project to remain in that status. However, we find that immediately after the FYI notification is sent, the project reverts back to its original status.

If we alter our workflow configuration so that the application role must APPROVE the status change, as opposed to just receiving an FYI, the project remains in the correct status and does not revert back to its original status.

We need confirmation on the delivered functionality of the project status workflow. Are we able to generate FYI notifications without requiring any approval and keep the status in the changed status?
