Approvals are not getting assigned to users. In the approval workflow it is showing the approval is assigned to "Web Services Application Identity for SCM" and not to the user.

Steps to Reproduce:
1. Create a PO.
2. Submit for Approval .
3. User A Approves.
4. Approval should Route to User B but does not.
  >> Approval is assigned to "Web Services Application Identity for SCM"


New Approval Groups Created.
