Symptoms
On : 11.13.19.04.0 version, Supply Plan
While trying to execute S&OP plan through REST Service /fscmRestApi/resources/11.13.18.05/salesAndOperationsPlans/{PlanId}/child/Runs, getting error.

The issue can be reproduced at will with the following steps:
1. Run the REST webservice /fscmRestApi/resources/11.13.18.05/salesAndOperationsPlans/{PlanId}/child/Runs for specific PlanId to create plan run
2. Check for the response if success or error
