Symptoms
SOAP Inventory Transaction Version 2 for a project issue
transaction type is returning a below error

JBO-27023: Failed to validate all rows in a transaction.JBO-27024: Failed to validate a row with key oracle.jbo.Key[4000 ] in StagedInventoryTransactionEOJBO-FND:::FND_VS_VAL_NOT_IN_LIST: Expenditure Type 100000011833006 is not in the list of values.JBO-FND:::FND_VS_VAL_NOT_IN_LIST: Expenditure Organization 204 is not in the list of values.JBO-27014: Attribute UseCurrentCostFlag in StagedInventoryTransactionEO is required.JBO-27014: Attribute UseCurrentCostFlag in StagedInventoryTransactionEO is required.
STEPS

The issue can be reproduced at will with the following steps:
1. From SOAPUI, invoke the Inventory Transaction Version 2 WSDL
2. Use create and process transaction for a material issue with project details
3. The response shows the error
